This report provides a comprehensive socio-economic and environmental analysis of the small-scale fishing community in Katpar, Bhavnagar. Drawing on 2025 field data, it examines the precarious balance between traditional livelihoods—specifically Pagadiya and small-boat fishing—and the escalating climate risks such as cyclones and coastal erosion. The assessment identifies critical development gaps, including lack of land titles, absent cold storage infrastructure, and limited financial inclusion. Ultimately, it serves as a strategic roadmap, offering actionable pathways for policy interventions, gender-equitable governance, and sustainable resilience for one of Gujarat’s most vulnerable coastal populations.
